Having regard to the conditions obtaining immediately after the liberation, the picture as now presented would appear to be quite a reasonable one, particularly in view of the terms of paragraph of the Memorandum. whether it would be possible to obtain some sup octing evidence that certain stores and supplies were in fact appropriated by Army Formations in Hong Kong, would depend entirely u:on whether receipted Bills of Lading remain in existence at this late date, but such an investigation would entail a tre endous task and would not really get us very far.
